A little confusing this one, was it just the Mandela jokes, seeing that was what he was arrested for?

Even if one is disgusted by 'bad taste' jokes, do you think that the police went a little over the top on this one?
But it all seems obvious to me that the councillor was out to get this joker no matter what.
