Whilst the rest of Europe enjoys faster motorways and cars as perks of the job that are not taxed to the hilt the UK motorist is yet again penalized, with more to come.

not sure why the DM is aligning this to the "managed motorways" scheme - in the consultation document https://www.gov.uk/government/uploads/system/uploads/attachment_data/file/267632/M1_J28_to_J35a_MSL_Consultation_Document.pdf the only connection between this scheme and hard shoulder running is the legislation change necessary to make it happen.

I think the issue that youngmaf is raising is not so much what is being proposed, but who is calling the shots.

Of course some will argue that because we have a few MEPs then our views and requirements are perfectly represented at the EU. However, quite why MEPs from Bulgaria and Latvia should hold any sway about the speed limit on the M1 is something I'm not quite bright enough to grasp.

Yes your glib answer is spot on Gromit.

Pollution generated by the UK certainly has an impact outside these shores. It probably effects most of the globe to a greater or lesser degree. But in the same way as we cannot expect to dictate to China what they should or should not do (and in fact would be told where to go if we did) I do not feel it should be up to politicians from Eastern Europe (or indeed from anywhere else) to dictate UK policies.

It's a simple matter of principle: I believe nobody but the UK Parliament should determine such issues in the UK; you seem quite happy for foreigners to do so. It is a matter on which I doubt we will ever agree!
