One of the comments on the mail article seems to make sense, to me, as a compromise. I'll copy it so you don't have to trawl for to it:

Pensions earned should be considered sacrosanct, however the add ons like bus passes and winter fuel should be re-considered.They were after all only an electoral bribe by Gordon Brown. As a one off.I would add the winter fuel to the basic pension and allow the tax system to take some of it back. Bus passes should require a contribution from the user a standard payment of between £20 and £30 per year would be about right for off peak travel, this would enable a lot of services to continue to every bus users benefit. The TV license problem could be solved in one fell swoop by privatizing the BBC."

cutting bus passes for the elderly and vulnerable may well have a very adverse effect, seeing how many use the passes because they either don't drive, can't afford to, or because they have now got too old to hold a licence, eyesight being the problem, so if they live out in the sticks, and have to rely on public transport won't be going far.

A lot of pensioners use their free bus passes just to ride about on buses every day, not particularly going anywhere, just for the sake of a bus ride out.

it is well known that oap's travel the buses in the winter time to keep warm when my mum was alive i would let her have a rest sat down in the shopping centre while i did the shopping

on more than one occasion i would return to find her talking to some old person and they would point this out to her, don't know about your town but in manchester they removed a lot of the seats in the arndale shopping centre to stop them siting in the mall all day to keep warm

get on the warm bus and travel around all day free because they can't keep the heating on at home
sorry i don't for a minute believe that most OAP's do this,
my mother wouldn't, nor would any of her friends. They all have free passes, and need them to go doctors, hospital, shops, not necessarily in that order.
