I don't think that we are the best people to answer that question, but I suspect Mr Randall is looking at the response from the Nordic countries as a baseline.
Perhaps you should look up their reaction for an idea of what Mr Randall is referring to.
Put in his position, if you knew your wife was about to spend seven years in a jail in Uganda, would you not move heaven and earth to get her out of the country?
