But this wasn't about rapists it was about victims, this comment refers to a course of action to take when being attacked and looking for the safest outcome.

most rapes don't happen in alleyways, as i said many occur within the family, marriage, those that are random, may be on whatever ground is nearest, darkest, and but that doesn't mean to say the victim won't lose their life after its over,

This has been taken out of context, she was trying to illustrate how powerless the council was to stop unsuitable developments (which could be described as a 'rape of the landscape') Very poor choice of metaphore but she was trying to forcefully make a point.
