Leader of the Opposition gets £140K. How they spend it is up to them. If they want to spend £20K (not sure I believe that figure) on flying Labour Party officials to Israel, then that is up to them.
When Cameron was in Opposition, he received a similar amount, and always spent it.

That is exactly the point, Labour councils are also given a certain amount of money from the Government, it is how they choose to spend that money that they fail in many ways to do.
And yes it is my business along with all the other taxpayers in this country how their money is spent.

Local councils are elected. This is a democracy. If they do not spend their money wisely they will be removed from power by the electorate. How councils spend their money is influenced by the local voters.
Miliband (and all previous Leaders of the Opposition) has been given a budget to run their office. As long as he doesn't exceed that budget, then he is acting properly and dilligently. It is rather patronising of you and the Daily Mail to tell him how to run his affairs. His party has led in the polls for over 3 years, so it could be said he doesn't really need to listen to your advice.
