Surley the stewards can control this rather than inconveneince the whole plane because some idiot wants to be inconsiderate. This happenned to me once, I just lifted up the seat in front to an upright postion, the guy did it again I lifted it again and that was it.

I could only do this by reclining the seat. The horrendous woman behind me caused such a fuss for the whole 2 hours, even when I tried to explain why I needed to recline the seat. No food was served -if it had been I would have straightened up the seat for her. I would not have wanted the flight diverted but it would have been nice if the Stewards could have intervened -which they did not.

The crew must have considered the situation serious enough to warrant diversion. I was aboard a flight once when an argument broke out. Pretty scary. Since we were only a short way from our destination, the aggressor, who refused to sit down, was forcibly tied down. I wasn't unhappy with that.
