The cynic in me suggests that given the other news that has dominated most of today's headlines(Royal baby, Scots referendum forecast/pound falling) I'm guessing that this was possibly scheduled to be made on a 'bury bad news' day.

as with medical practice it is far eaiser to show the young junior doctor at the coal face is at fault rather than the fat controller in his office - see South Staffs. A few of the cursed admin have moved to Manchester I regret to say, not to the workers' unalloyed joy either I must add

straightforward analogy bu-bu. You have the wrong doer- junior doctor or priest and you have the line manager - fat controller in the officer or cardinal.

[ remember we are not saying the cardinal was the actual fiddler - we are saying he covered it up ]

and it is always always easier to crucify the wrong doer and usually very hard to get the men who were in charge and did nothing - er in this case the fat controller in the office or the cardinal.

The real time parallel is the Rotherham incident all the chief constables ( = fat controllers in the office see above ) are saying without a blush, we knew nothing...
