Does for buildings, why wouldn't traffic routes convert to pedestrian use ? That said I suspect most times it is done it is done to be seen to be supporting pedestrians and the illusions of green credentials without given proper thought to the pain it brings them when they drive instead. If some areas are deemed to have been an error there's no reason not to correct that. But the cost of the error ought to be placed on the person who pushed the scheme through with insufficient thought, not the poor taxpayer yet again.
