Well of course it has - a blind man with a defective guide dog could still have seen that coming.
What sort of plank waits until the first morning of a new system to carry out a vital, time-critical, transaction - when they could have done it at any time over the last three weeks - when the website has been functioning quite properly.

I don't like it and I've mentioned this before without anybody, including the police I've spoken to, giving me a satisfactory answer. If you are involved in an accident you will no longer be able to compare tax disc and number plates. What with computers going down, being too busy and not having the right phone at the time, what do we do, call the police for every little bump? That's not going to save a lot of money.
How easy it is going to be to simply note a car the same year and colour as your own, buy a pair of number plates, stick them on and wave two fingers at the ANPR cameras? I just pity the poor suckers whose plates have been cloned and will receive all the fines, speeding tickets and congestion charge penalties.

From past experience even if a car is properly taxed idiot members of the public will report a classic car as being dumped despite it's good condition; and even more moronic council workers will simply accept the lie without checking and "vandalise" the car by putting a large dayglow sticker on on the owner's pride and joy, claiming that the car is dumped. Maybe that'll reduce the number of those incidents. Although maybe getting applicants for council jobs to pass an IQ test with a pass mark of at least double figures would work as well.
That said I too prefer a proof of purchase visible.
