In the past, if you had a few months to run on your tax and you sold the vehicle you could simply do so with the tax and the new owner would get the advantage of those few months (and you could incorporate that into your asking price). A large proportion of sellers did just that.
Now that cannot be done. The Exchequer will gain an extra month's tax for every vehicle that is sold. The seller cannot reclaim the tax for the month during which it is sold and the buyer has to tax it from day one of that month. A nice scam that "would not bring in much additional revenue" according to a DVLA spokesman. It should not bring in any additional revenue and once again the public is being turned over.

NJ, if you buy a car that is taxed for a different use than you are entitled to you cannot transfer the existing tax disc - if you buy a car from a disabled person who pays zero tax, or if you buy a private car for use as private hire or vice versa are two examples.
Of course only cars sold privately are going to be affected. If you buy from a dealer it won't have road tax anyway - the former owner will have 'cashed it in' and the dealer won't tax it, he will use trade plates if he needs to take it on the public highway.

the vast majority of cars privately sold , do not change uses, Id be happy to bet the two scenarios youve descibed are miniscule numbers in the yearly figures for sold cars.
Its yet another example of legal theft from Jo Public

Baz, there are many, many cars with disabled use. All those on motability are sold at the end of the three year lease and of course there are the thousands of disabled drivers that choose to buy their cars outright.
Thousands and thousands of private hire vehicles are on the road, too, and with many councils getting very strict about age of private hire vehicles on the road, thousands are sold every year.

If only that were true, sher.
You do need to show the V5 to get 'road legal' plates made, but you can get a pair of 'show plates' made with no proof of ownership at all.
These are (effectively) identical to legal plates, but you sign a form promising not to use them on the public highway ... yeah, right :(
