Our local council lets you pay extra for collecting additional non-recyclable waste simply by selling special orange bin bags (from local Post Offices) for 65p each. The bin men will then collect them along with the contents of our black wheelie bins. That means that the council receive the additional income needed to pay for the extra landfill charges.
I can't see many people paying around £300 per year extra (assuming that the private collections are only two weeks out of three, or well over £400 if they also collect in the same week as the council) for additional bin collections.

If this bloke can do it and make a profit, I'd be putting pressure on the council to be going back to weekly collection. Round here, its not uncommon to pay for excess rubbish to be taken to the tip via the many "man and van" businesses but there is also no limit on what a household can put out in terms of amount, both of recycling and non recycling. Large domestic items won't be taken but small things (up to say a vaccuum cleaner) will be taken as part of the weekly collection. I think the council can't lean too hard on refuse collection because of the New Forest. Fly tipping is easy and does happen, I imagine it would quickly get worse if people had difficulty disposing of household waste.
Our food waste collections are fortnightly and I must admit I have to jump in the bin every now and then to pack it down. If the tid doesn't close perfectly then they don't empty it - simple. You can put additional bags out otherwise they then don't even empty the big bin. Tried and tested by the council house up the road - they haven't had theirs emptied for 6 weeks. The bin is covered in warning stickers and there's black sacks piled up in the garden.
