Because many of the operations happened many years ago overseas.
Because a lot of the more recent operations took place overseas.
Because identifying the person who carried out the operation is nigh on impossible.

Why do people compare circumcision with FGM?

Yes, it is a horrible practise when done for religious purposes but it doesn't deny the male of sexual pleasure. It also has health benefits for some whereas FGM doesn't.

there's a school of thought that says using the term "FGM", in which the m stands for mutilation stigmatizes those whose cultures practice it, thus "female circumcision" is more politically acceptable. thus the comparison is valid.

Moslems and Jews have boys circumcised for religious reasons.
Here in the UK it is usually done for medical reasons.
Unlike FGM it doesn't interfere with sexual pleasure. Can't imagine anything worse than having your clitoris cut away . Barbaric!!!!

andres, it isn't 'all in the name of religion'. The majority of white men in the USA were circumcised as babies - it is only now that the trend is falling, slowly.

Lots of men and boys have been circumcised who are neither Jewish nor Muslim
