Have you seen 'Cops'? The police in the US don't mess about with 'belligerent' people whether black, white or a shade in between. Seeing as every third person they 'take down' turns out to have a loaded gun about their person, can't say I blame them.
Much safer to chunter in the Tawe Valley than keep the peace in downtown Alabama.

Its editing by omission to suit a meme. The officers were talking very politely to him but warned him if he kept walking away he'd be put on the ground. He chose to keep walking away. Anybody(sane) knows that when the police, in any country, are talking to you, you don't just get to walk away.
