Top teams should all boycott it if they have any sense and break away and form their own association. FIFA, has long since been proven unfit for purpose.
It's difficult to believe that the bribery farce that got Quatar the tournament has not been sorted out yet.
And to add insult to injury, it appears they are going to carry on as though holding an international tournament in a desert country was perfectly normal - oops, except we have to move it to the winter because of the heat.
