Westminster Council has previous form on exporting poor people it thought were not Conservative voters, out of its borough. Remember Dame Shirley Porter prosecuted for gerrymander for doing just that.
It is unfair to those in work and paying tax to expect those out of work to not suffer any hardship whatsoever. If those not working are comfortable and suffering no hardships then where is the incentive to find work?
