I am afraid I think you are right.It would seem that this group believe that black faces are under represented in British politics and black and Asians should be encouraged to vote to level the playing field.
I suppose it is a change from the usual vote rigging methods that they have introduced in to our political system.

There are also campaigns to encourage young people to vote. This college was given £10,000 by the Cabinet

The campaign is obvious. Pretty much as Douglas stated. But also offensive in that it suggests one only looks after the interest of one's own race when in power, not the whole of the constituency. Whereas we all know MPs tend to do what they wish, or more accurately as their party leaders tell them, regardless of your MP's race.
This campaign is to encourage black people to vote because stats showed a wide disparity between white and non-White turn out at the last election (although how figures were obtained is anyone's guess).

He not only looks ridiculous – he is ridiculous. The colour NEEDS to be taken out of Britain – and the sooner the better. Encourage ‘people’ to vote by all means, but this is exactly the sort of stupidity that creates and perpetuates prejudice and divide. Whilst we continue to think of people as members of separate groups rather than as ‘people’ we will never achieve social cohesion.

Sorry to pour oil on troubled waters but the campaign, regardless of the tactics it employs, is ridiculous.
All people who have been settled in the UK for any length of time know of their right to vote. If sizeable numbers of any group chooses not to that's their privilege. Apparently about 7% of white people are not registered to vote and I don't see any high-profile campaigns to get them to do so.

This continual" them and us" debate gets tedious. So we have to plead with the ethnic community to vote.We have to plead with the ethnic minority to join the police force.
It is almost insulting.Are the ethnic minority labelled as too thick to decide for themselves.As I have said on other OPs before. There is no apartheid in the UK police force .The doors are open to ethnic minorities as are the doors open to Polling stations. If they choose not to vote.Tough. As I have said to my kids."If you choose not to vote then I don't think you have the right to beef about the government/council you have."
