Jewellery owners who had not taken out insurance have very little chance of receiving compensation.
Err, yeah ... duuh!
That's how insurance works!

Brownsea Island case 1952 - Borstal boys on their holz torched various boats on B.I. Held - Home office NOT liable on public policy grounds ( wd inhibit rehab )
SOme of them did not insure b/c they would ahve had to declare ownership of the belongings and they didnt want
I was told that I could get insurance for various objects but I would have to keep them in a bank vault ( and so I didnt bother )

I wouldn't expect the people who manage my storage unit to be responsible for insuring my stuff, but I would expect them to compensate me if (for instance) someone got hold of the master keys and burgled the containers. My stuff stored in a container is the equivalent, IMO, of these guys storing their seriously valuable stuff in a secure facility.
