There was never any prospect of the UK not paying this bill. Osborne had agreed to the change in the calculation of GDP a year earlier.

Chancellor 2013: Great, will look like my handling of the economy has resulted in a £10billion boost.
EU Sept 2014: Here is your bill for EU membership based on a % of your GDP (which is now much higher).
Chancellor Sept 2014: That's terrible, and in an election year. Tell everyone we are not going to pay it.
