Quite so. But they are now, so we are led to believe, thankfully dead. However, the recent importation of huge numbers of people whom we know nothing about and whom we seem to be giving (until very recently) absolutely free rein to roam all over mainland Europe will no doubt include some replacements.
Replacements, sympathisers, communicators, recruiters. May not be many, but one is too many. Trouble is one can not sort the wheat from the chaff, especially when illegal economic immigrants arrive in force. Regardless as to whether there is already existing cells in each country, which is probable, it makes sense not to make it any easier to operate than it need be. Nations should all guard their borders, and check visitors as appropriate. Can't catch everything but anything to make things difficult should be considered.

“The attacks once again in Paris are horrific and abhorrent, and we condemn this violence in the strongest possible terms. My thoughts and prayers for the families of those killed and injured and for the people of France, our neighbours.
This attack is being claimed by the group calling themselves ‘Islamic State’. There is nothing Islamic about such people and their actions are evil, and outside the boundaries set by our faith.
This week we have once again witnessed outrageous attacks be that in Beirut earlier in the week or Paris today – there is no justification for such carnage whatsoever. We hope the remaining people responsible are brought to justice and face the full force of the law.”

I suspect in 99% of them - no. But 600 were dropped off from a special train at 4:00am in a small village near to me with almost no warning. Of them, two young men asked the bemused local taxi driver if he would take them to Berlin (650 miles away) for a good price which he did. There is no record of where they are or who they were, but you can make a guess.
