Gromit is correct though there are 3 factors in total:
1) we have an attention seeking mother who wants to get her 15 mins + any compo she can.
2) we have morons at the school who are trying not to get sued by a different set of morons who think that anything that happens is someone elses fault.
3) we have the media that love this sort of party.
