There are 1700million muslims and 25million of those are Saudi Arabs.

The version of Islam practiced in Saudi is far more extreme than in most places.

So in answer to your question, Most muslims are indeed right, but the 25million in Saudi are clearly bonkers.

There's no implication of an article. The implication is that Muslims say that (male) arabs can not be trusted with women who aren't completely covered. And the question is whether that is correct. I suspect it depends on the individual and how decent a fellow he is. The impression I get is that some have never been taught to control themselves with respect to less covered females and see no reason to do so.
