not sure what you meant by that. how would fining a transport company discourage irregular migrants from crossing the channel?

if the border were moved back to Dover, the security operation would be entirely the transport company's own. that would need to be paid for, presumably by the legitimate users of the service. that would doubtless crucify the business model of the carriers, and many businesses in both ports.
