They usually have a "not representing a state" category don't they? There was a Sudanese chap at 2012 who was unfortunate enough to not know which country he'd be heading back to afterwards.

Anyone surprised that the Olympics is used as a political stage for saccharine displays to raise "awareness" (despite being filled with the richest spectators any country has to offer) hasn't been watching very closely!
