The article cited doesn't talk about ending aid, but about the necessity for reforming it, which is perfectly understandable. Money spent on foreign aid as to be spent wisely, otherwise it's wasted (like just about all government spending, for that matter).
No, pull the foreign aid budget in by 6 to 8 billion and redirect it into national projects - minus Scotland, as they have had more than their fair share of foreign aid.

As I said earlier, the abuse of the UK taxpayers' largesse has been apparent for decades. Those in receipt of it have been laughing all the way to their Swiss banks for years. Institutions like that are not capable of reform.
