I think that it's the aggressive nature of the tactics that cause other meanings to be legitimately detected. I can see Nigel's concern is probably that it conveys the message, "The 'out' votes are just from this type of person so get out there and oppose them by voting 'stay'".

If it was just to portray equality then it would be a tiny wimp on one end and a big fat lump on the other (of indiscriminate sex or colour) that still maintains a level see-saw - obviously in reality an impossibility.
