I think the use of the word 'beach' is misleading. This occurred in a National Park so I would guess it was a large lake with sandy shores.

Jack....There is nothing to suggest in the link that she was local.

It was said this morning on the radio that she was probably a tourist, but not that she was foreign in any way. Ozzies can be tourists in their country methinks.
