BBC news article says:
"So-called Islamic State claims the lorry attack was carried out by one of its followers.
A news agency linked to the group, Amaq Agency, said: "He did the attack in response to calls to target the citizens of the coalition that is fighting the Islamic State."

I just heard that 3 people have been arrested, but that could be his family members.

Yes trt they could just be claiming responsibility because they urged supporters to get in a vehicle and go out and kill people etc etc.

yes, IS might claim it even if they didn't do it.
However I don't think they ever claimed responsibility for the Egyptian plane-although perhaps because they knew that the black box could eventually prove it was something else
