From your description, Eddie, it sounds as if that is exactly how the UN appear to be acting in these particular circumstances. The moment the refugees leave the camps to go elsewhere then they cease to be refugees, regardless how the trip was arranged.
Well as it now isn't going to happen and sits empty until sold or similar (yes, a local homeless centre would be good) , people can stop being depressed for the Viallagers most of whom were in favour.
It would be because anyone who didn't express an opinion is assumed to be in favour db.

A very fair and even handed practice since only 33% of the 8% who expressed an opinion were against.
Mamyalynne, most of whom were in favour? I'm not sure where your 98% came from, but I was under the impression that 20 were 'for' and 5 'against'. That sounds like the Parish Council and the PCC combined to me, rather than the village.
