The change in rules was always going to cause problems for some, they should have been able to act quicker than they have eventually done in these cases.

Perhasps the child need physical or nursing care that the grandparents re unable to provide.

Divebuddy, the BBC link gives brief details of some of the rejected claims.
As I said earlier, those claims (where we have any details) were all MUCH weaker than this one. I would have expected them to be rejected.
