I think the reality is that people expect to be informed about issues from 'experts' in a particular field. If I have a medical problem, I would expect sound advice from a doctor, legal advice, from a solicitor etc etc.
The problem in the referendum debate was that the so called experts, our politicians, did not know many of the answers and made fatuous claims (on both sides) that led to meltdown in thousands of voter's minds leaving them in a vacuum or a no mans land.
Part of the onus was on the voter to fact find, read literature etc but the complexity of the debate was focused too narrowly in many people's minds i.e immigration or sovereignty were the only considerations because these were the issues that only mattered.
Degrees of fault lies across the board but ultimately the voter was responsible for their decision.
