Unless the text changed during the day it is still being considered. However the EU has no right to say that non-UK EU citizens have free movement in an exited UK, no matter who pays them what. And we have a lower level of concern over their foolish lack of border control than we have with being able to secure our own. So it sounds to be just an EU money making opportunity to me: pay up and avoid the queues, or don't and be treated as a lower class/worth citizen than your fellow paying countrymen are.
