But you ignore the fact that Russia, since the break up of the USSR and Estonia's independence, has consistently demonised and in more recent times launched cyber attracts on its neighbour. How often do you think a Russian leader or even senior minister has visited Estonia since 1991? Zero is the answer. A strange way for a country to behave that wanted to foster agreements with its neighbour. And yet despite all this NATO has steadfastly stuck to its principle that there need be no troop deployments in the forward area. Russia only has itself to blame, although the handy by-product of this is that the Kremlin can claim it's 'aggression'
