Is there anyway the public can do anything about this as he's clearly a dangerous fellow and if he tried moving to my mews there would definitely be action in the form of a petition to see him out of there pronto!
Does anyone know whether he'd be given a new identity or whether his new neighbors would be given a warning that he was moving near by as it happens with sex offenders?

Before you turn your attention to the prospect of the prisoner being freed, and getting all het up again about that - remember that he is `considering an appeal' - that means he is thinking about it, not that it is happening tomorrow, and he will be occupying the flat next door to you by the weekend.
You really need to a) calm down and b) read what is in front of you, not what makes you leap to the biggest anger-provoking conclusion.
