Who knows, but there is a diplomatic course being taken too. In the past KJU has ignored any diplomatic attempts, now speaking his language he may go that route to avoid conflict without loosing face.
Is Trump meant to cower? Not sure what you mean but I suspect (and hope) Mr Trump is worried by the threats fro North Korea. Thy are very real threats now thanks to inaction from Barry.

Donald is saying read my lips. US is ready and armed to the hilt military – so don’t take us on. If you do so, it will be to your overwhelming peril, disaster, destruction. I then will take 'no stone unturned' to ensure you, Kim Jong-Un, be taken out (in any way whatsoever) from being leader of North Korea.
The trouble is N Korea is not a 'normal' country. If it was we wouldn't be in this situation. Donald Trump's 'make it up as you go along' style has not worked anywhere so far. All he's done is wind up congress, the senate, the FBI, NSA, the CIA, his allies, this enemies, the press, the military, you name it.
So one only hopes this Mr Kim will unexpectedly be an exception ;-)
The N Koreans are probably not stupid and are well aware that the US is not going to tolerate being attacked.
The language I'd say is unhelpful, from both sides. But it's all we have to pontificate about :-)
The diplomacy I suspect carried on as best it can. Russia and China both supported the UN resolution for once: that is the sort of 'win' that counts for the US president
So one only hopes this Mr Kim will unexpectedly be an exception ;-)

When you set a red line and someone crosses it you do something about it. He just moved it. It's the same mistake many parents make making threats to a child that they cannot carry out.
What could he have done depends on the time, in some cases push for sanctions or even put sanctions on China to get them to accept more responsibility for the neighbour they support. There are all sorts of things but he did nothing. Not that he is alone, others before him ignored the problem of NK too although after Nam there were obvious difficulties in that part of the world.
Remember, all it takes for evil to triumph is for good men to do nothing.

NK sends a smash back over the net with the detailed threat to Guam. Trump says his original remarks weren't tough enough, and so on it goes. Chime seems to have been moved to say it would side with N Korea in any conflict. That sounds like 'wound up' to me. If you don't think that everyone barring the mythical chicken brained Trump groupies of rust town America hasn't been wound up by a say a lot but do very little mouth on legs then you've not been paying attention :-)
