Reading another book about the 2016 election and I find it extraordinary that the Clinton Foundation received a staggering $2billion in contributions from foreign governments.

The Clinton foundation is not an electoral fund. According to Wikipedia it has received the sum you mention from a variety of sources over the 20 years since it was founded. Nothing to do with the 2016 election. Which book?
