Some mistake? The only bit of the speech I remember seeing was the bit where Diane Abbott was mentioned. In fact, didn't they all start singing happy birthday?
Maybe that was a different speech. Or a diferent person.
No idea about the hat.

Perhaps the hat is a seasonal accessory that is not worn in summer, but comes out when the weather turns chilly. It would certainly be too hot and sweaty to wear one now.

Gromit; That was solved by Zacs 16:35 Wed. which I now see answers my own question about the colour. Some people seem to think it had a red star (or even a hammer and sickle) on the front,
Suggestions are requested for what would you put there?
