Why are some so reluctant to put the blame squarely at the door of ISIS?
It would seem that they are trying to protect their name, surely with their track record the more they are shown to be the savage killers that they are, the better?
Or could it be that the real reason for their reluctance to blame them, is because they don't want to show the 'Rop' in a bad light?

I don't want to make the mistake of assuming that anyone who engages in mass murder is automatically a Muslim-inspired terrorist. It's possible to do that while also recognising that ISIS members, and those inspired by ISIS, are not so much ROP as POS.
