A lone wolf just means someone acting on his own.

In the case of Islamic terrorism it is debatable since ISIS have sent out a call for Jihadi's to do just this sort of despicable act.

There doesn't seem to be any doubt that this atrocity was perpetrated in the name of Islam. What's to debate?
