Unlike the rest of your 'fanclub', AOG, I must admit I've never worn a burqa while driving. Nor even a paper bag with a slit cut in it. Common sense would, however, suggest it must be extremely limiting to a driver's peripheral vision so I can see where you're coming from. (Unlike others, ;))

My daughter is blind in one eye. I bet a burka clad lady can see better than her.
Special forces on operation such as the SAS, often wear balaclavas with small slits or holes for their eyes. Would they do that if their vision were impaired?
I can just imagine them swinging into the Libyan embassies on their ropes, TCL, to be met by meter maids giving them all a ticket.
Cut out a Burka sized slot in a piece of paper, hold it about an inch from your eyes. You’ll see that vision isn’t impaired as much as you think.

Anyway, my uncle Stan drove a tank in ww11 and all he had was a slit and he didn’t crash into anyfink.

The offence referred to has nothing to do with impaired vision , it is about quitting a vehicle and leaving the engine running.

DANNY, the report mentions the offence of a stationary car with its engine running and the separate one of driving with the vision obscured because the windscreen's not been cleared.

A pointless question. Most Muslim women who wear Burkas are not allowed to drive. The car is the man's domain, innit.

Address what I put, (PORTHOLE VISION) not what you wanted me to put.
With regard to racing drivers . . . they do not have to keep to one side of the road nor, (usually), have to deal with traffic travelling towards them from the opposite direction.
I don't even know if the law you're referring to mentions attire, but if it does then Parka hoods are worse - turn to the side and you're looking at the lining of your hood.

When I was learning to fly I had to be careful which sunglasses I wore as some of them had arms that occluded my peripheral vision.

Restricted vision isn't just about burkas. Out of curiosity have you ever worn one AOG to enable you to fully understand what the limitations may be?
