The answer to 'why can't we send the specimens they have asked for?'
Is that we have done exactly what is demanded under international law.
Chemical weapons are banned under United Nations Convention. International law requires that any accusation of the use of chemical weapons is investigated by the UN. We have complied with that by sending all the evidence to the United Nations, who have the facilities to make an unbiased analysis. Sending the evidence to Russia would be like the police sending the gun used to murder someone back to the gunman and asking if it was his. Russia would just destroy the evidence after saying ''Nothing to do with us''

All they can do is prove it’s the same compound that’s allegedly only synthesised in Russia but cannot tell you that it’s the same compound from the Russian lab and not a clone synthed in let’s say the U.K., the us or Syria.
And that, I think, is where you are very probably wrong.

Here's a mad thought: suppose the British had done your bidding and sent the sample to Russia? Do you not think that there is at least the teensiest chance that they might have simply claimed that it was "not us guv", as my learned friend Mr Eddie points out above?
Even a chance, mind. That is all I am asking ...
And if they had claimed it was made in Britain, would you have believed them? Be honest now :-)

This is why you’d send a sample and not all of the evidence.

I’d have to make a decision when/if it happens.

How would the uk know what it is unless they had something to compare it to?

There’s the chance that Russia requested the evidence as a smokescreen but there’s also the chance that putins out of his head in anger a how any of his guys got hold of this compound when it’s under a lock and key and wants to test it to see whether it came from his lab or was a clone synthed elsewhere.
