It’s a humanitarian question. Contrary perhaps to popular belief the Libyan coastguard is extremely active and intercepts many migrant boats and returns then whence they came. The problem with that is that Libyan detention centres are notoriously brutal.
The EU, which worked hard to help beef up said coastguard, needs to work to improve the lot of Libyan migrants in which case returning them to that country would be more of a civilised option

One might hope that Libya might cope and the EU not need to get involved. Although if the migrants aren't wanted criminals maybe there is little incentive to stop them leaving. Maybe it's good that they do what they can for humanitarian reasons to stop folk risking their lives trying to get to where they have no invitation.
