well certainly the users should be prosecuted
Prosecuting the purveyors is easy meat, 3Ts. It is true that without the sellers there would be no users, but its equally true that without the users there would be no sellers.

It similar to prosecuting haulage firms when illegal immigrants stow away in their lorries. The firm gets fined £2k a pop whilst the clandestine gets a lift to Lunar House where his accommodation requirements will be discussed with him.
he would have been better off caught with a knife or some other heinous crime...just a slap and a kick up the arris on his way out of court....
