They are in the respect that they are creating a demand for criminal behaviour to flourish in the supplying of cocaine (other drugs, too).
Sure, they are not solely responsible, but they are the ones braying loudly and wringing their hands about the criminality and drop in house-prices in certain areas, whilst being partially responsible for those events themselves.

Pepe le Phews maths are as random as his English. If we believe that 250 thousand people access the Interpol database every day for just 6 times then either they have a very cushy number or we should be thinking about reducing the numbers( money saving donncha know) and equipment supplied to do so. More nonsense in support of scaremongering nonsense. Go on think about that, 250,000 people every day in Britain access the Interpol database. And all dreamt up to support the "fact" that we put 539 million hits a year on the Interpolity "information" tank. Haha curiouser and curiouser.
"Deputy Assistant Commissioner Richard Martin, of the Metropolitan Police, said there was “no alternative” to Schengen Information System II (SIS II), a huge database containing information on terrorists, criminals, missing people and objects.
He said British officers checked it 539 million times in 2017 alone, with their equipment currently searching SIS II and the police national criminal database simultaneously. "
It seems then that police are not making a conscious effort to check the European database, it is done automatically.
It would be interesting to know how many searches made via the European system resulted in hits and provided information leading to arrests.

Fences are involved in many criminal acts and so should face greater penalties than their suppliers who are involved in only some if them. Creating demand should have nothing to do with it. That's simply trying to shift blame for the original criminal act. Drug users, on tge other hand, could even be viewed as victims, but even if that is rejected they are still just one customer of a supplier who is involved with many clients. Not vice versa. Drug users are therefore not directly comparible with fences. A better match is the drug dealer and the fence.
