Not only is it already in, (has been for years), London last year saw a four fold increase in the number of Top and Searches.
It is no coincidence that the increase in crime has occurred after the number of police officers has been cut by 10,000. Criminals know that they are unlikely to see a policeman, and that they are highly likely to get away with a crime because detection rates are so low.

Fact, the Met would have to have had the approval of Home Secretary Theresa May, and the then London Mayor, Boris Johnson to enact such a plan.
