There are barriers between the police and the ethnic cultures certainly.
They certainly open up and apportion blame to everyone but themselves. The continuous link in this dreadful butchers bill in the country appears that most young black victims and perpetrators have no male role models. How many of these grieving mothers are still with the father? Very few I would suggest.

And presumably that co-operation will only be forthcoming of there is £20k of taxpayers' dosh on offer.

Call me old-fashioned, but if I had information that may lead to the arrest and conviction of a murder suspect when the victim was from my "community" (or indeed from anywhere else) I would offer it freely.

I don't know what criteria they use when deciding to offer rewards in cases like this, Gang related crime is ruled by secrecy - maybe there's a hope that a reward may help infiltrate the inner circle.
NJ, the people likely to have any information are probably not law-abiding citizens and therefore not likely to come forward without some form of incentive.

presumably they didn't need to? I've no idea, really. I'd rather not enter into unsubstantiated speculation however much it is the norm on here.

If I was a PI, it could be enough to make me ask my sources to have a sniff about see what they can come up with
Then you would need a shovel to dig your sources up.

20K is not worth risking your life and to potentially die in an unpleasant fashion- for anyone.
