No weasling here. I know why they offered a reward in the case concerning the OP because it says so in the article i.e. the police can't do it on their own.
You then asked why it hadn't been offered in other cases and i speculated that it probably wasn't necessary.

Usually the wording is "for information leading to the arrest and conviction...". Anyway, would the police offer an award if they actually knew the name of the individual wanted?
