These all come under the heading (in the Express summary):
"Outline Political Declaration on the future relationship between the EU...".
They are, therefore, not points agreed on and included in the transition period and its "temporary" extension, but are UK aspirations which will need to be negotiated with our European friends, and will depend to some degree on their good-will and, in particular, that of the "deal's" principal architect Mrs Merkel or her successor.
