It will be interesting to see what happens if someone wearing a face-covering with a crash helmet on top of it entyers the bank. Will they be required to remove the helmet but retain the face-covering?

Point is “they both cover the face” literally taking a tiny aspect of both “garments” (a crash helmet aint fashion or even clothing it is a tool, an accessory for defense) failing to acknowledge the reasons behind both pieces.

No surprise, but it highlights the problem. In reality the motorcyclist has a need for a helmet even if they should remove it in the bank; whereas the person hiding themselves away has no legitimate reason to do so, and is disrespecting civilised society norms by concealing their identity.

Tamborine has helpfully provided a link to show they do not have to take their whole kit off (even though anybody with even a modicum of intelligence knows that is the case anyway) all they'd have to do is pull off the part of their disguise covering their head.
