He extended many of the disgraceful Reagan-era policies on HIV/AIDS which led to tens of thousands of preventable deaths. People went to the white house and threw the ashes of their loved ones onto his lawn - that's how hated he was among the Americans affected by AIDS. Like his predecessor, he refused to approve sexual health initiatives or even just basic awareness campaigns - because the solution involved condoms, and using those was too much of a problem for his insane religious right supporters. What little the administration did was the result of tireless work by Nancy Pelosi, Ted Kennedy, Henry Waxman and others. Bush barely lifted a finger to assist Americans afflicted with that disease because they weren't useful to him.
Most of my American friends old enough to remember are not shedding any tears - according to them he was not a good president to live under.
